2024 Annual Report on Evaluation - Selected Highlights

The annual development evaluation report 2024 examines the impacts of organisational changes and development policy priorities in the Ministry for Foreign Affairs on development evaluation. It also presents the results of the meta-analysis of the country programmes completed during 2024. The guest article focuses on the evaluation of Norway’s support for Ukraine in the context of crisis.

In the introduction, the Director of Development Evaluation at the Ministry for Foreign Affairs of Finland discusses the new perspectives brought about by the Government Reports on Finnish foreign and security policy, and on international economic relations and development policy published in 2024, as well as how they reinforce continuity. Maintaining results-based approach as the cornerstone of development cooperation is crucial also for evaluation.

A meta-analysis of country programmes was completed in 2024. It examined ten Finnish country programmes for development cooperation implemented between 2021 and 2024 in Afghanistan, Ethiopia, Kenya, Mozambique, Myanmar, Nepal, Palestine, Somalia, Tanzania, and Ukraine.

The guest article describes evaluation in a fast-evolving situation amidst the crisis. Norway has utilized real-time evaluation in assessing support to Ukraine. The goal is to provide continuous, targeted feedback instead of waiting for the activities to be well underway or completed. The process itself is as beneficial as the written reports.
