European Commission's Structural Reform Support Programme open for requests for support
The European Commission's Structural Reform Support Programme (SRSP) is open for submission of requests for technical support in 2020. The national deadline for the submission of requests is 25 October 2019.
The SRSP provides expertise and technical support to all EU Member States. The programme aims to support structural reforms in the Member States and to promote growth and competitiveness. To date, approximately 550 projects in 26 Member States have been implemented under the programme.
In the round for 2020, a total of EUR 84.7 million will be available for project activities. Funding is granted on the basis of assessment criteria determined in the SRSP Regulation. These include, for example, the relevance of the reforms, the quality of the requests for funding, and their compatibility with the objectives of the country’s Government Programme and the European Semester for economic policy coordination.
Support can be channelled to all administrative branches. The focus is on revenue administration and public financial management, governance and public administration, growth and business environment, competitiveness, innovations, labour market, education, health and social services, and financial sector. The funding from the programme is granted to the providers of expertise based on requests for support. Expertise can be obtained, for example, from another Member State, the Commission or an international organisation. The programme does not require self-financing.
The programme is coordinated by the Commission's Structural Reform Support Service (SRSS). In Finland, the national coordinator is the Twinning team at the Ministry for Foreign Affairs, which also provides further information on the process.
Requests for support must be submitted via an online portal maintained by the SRSS no later than Friday 25 October. To access the portal, applicants must first create a European Commission Authentication Service (ECAS) account and notify it to firstname.lastname@example.org before 18 October. After the notification the SRSS grants access to the portal.
Requests for support will be assessed by the Commission by the end of the year, and projects selected for implementation can start in spring 2020. In order to ensure a smooth selection process, the SRSS also provides assistance and guidance to the institutions planning to submit a request for support.
