Unit for EU and Treaty Law

The Unit for EU and Treaty Law is responsible for:

  • preparing and bringing into force EU treaties and other treaties unless the matter falls within the purview of another operational unit;
  • legal issues, statements, advice and expert assistance related to EU treaties and other treaties and to international aid, cooperation and military crisis management;
  • checking treaties and acts bringing treaties into force;
  • participating in the consideration of matters relating to EU institutions;
  • maintaining, monitoring and controlling treaty data, insofar as the matter does not fall within the purview of those responsible for information management at the ministries;
  • registering treaties with the UN where required;
  • functions of the depositary of treaties when Finland is the depositary;
  • legal issues relating to privileges and immunities, and the immunity of states;
  • taking account of the status of Åland in treaty processes, and legal issues concerning the demilitarisation and neutralisation of Åland; and
  • drafting legislation unless the matter falls within the purview of another operating unit, providing advice on legislative drafting and assisting the Ministry’s management in improving the quality of and competence in legislative drafting.
