Minister for Foreign Affairs of Finland Elina Valtonen delivered the Nordic-Baltic statement at 54th Session of the UN Human Rights Council on 21 September 2023. The statement was delivered as part of the Interactive dialogue with the UN Special Rapporteur on the situation of human rights in the Russian Federation.

Russia launched its illegal invasion of Ukraine one year ago. The invasion is a flagrant violation of international law and the Charter of the United Nations. The repercussions of the war have been felt globally, and Russia’s aggression has been condemned in resolutions of the UN General Assembly. Russia’s war of aggression has led to the worst humanitarian crisis Europe has seen since the Second World War. Millions of Ukrainians have had to leave their homes and the number of casualties keeps rising as Russia continues its attacks on Ukraine’s cities and critical infrastructure.

"Two years of the pandemic have underlined the importance of working together at the international and regional levels when faced with a serious health crisis. Russia’s invasion of Ukraine also serves as a reminder that war in our part of the world is no mere theoretical possibility. In the face of crises of various kinds, we see how important it is to work together with our closest partners to cope with challenges, within and along with the EU and NATO and in our close Nordic family."
In response to Russia’s full-scale invasion of Ukraine, a flagrant violation of the principles of sovereignty and territorial integrity, based on international law, the other Arctic Council founding states -- Canada, Finland, Iceland, the Kingdom of Denmark, Norway, Sweden, and the United States -- on March 3 announced a pause in their participation in the Arctic Council. Since March 3, representatives from these States have examined modalities to allow a resumption of the work in the Arctic Council.
