Public consultation starts on reform of legislation governing export control of dual-use items

The Ministry for Foreign Affairs invites comments on a draft government proposal on amending the Act on Export Control of Dual-use Items and chapter 46 of the Criminal Code. Comments are requested via the Lausuntopalvelu.fi consultation service by Friday 22 December 2023.

 

A request for comments on a draft government proposal on a reform of the legislation governing export control of dual-use items has been published in the consultation service. The Government proposes to enact a new act on export control of dual-use items and to repeal the existing act. The draft proposal is about complementary national legislation to support the application of the EU Export Control Regulation. Reforming the national legislation would harmonise Finnish regulations with the Export Control Regulation and ensure efficient enforcement of export control in Finland. The Government also proposes to amend chapter 46 of the Criminal Code.

The Ministry for Foreign Affairs has prepared the draft government proposal as part of its official duties. It has consulted stakeholders even before opening the consultation round, for example, by organising two discussion events for all interested parties. The government proposal is scheduled to be submitted to Parliament in spring 2024, and the legislation should enter into force in autumn 2024.
