The increasingly tense geopolitical operating environment highlights the importance of regulation and compliance in business activities. The Ministry for Foreign Affairs is the authority responsible for issuing export authorisations for dual-use items. We also provide guidance on the interpretation of sanctions and grant authorisations specified in the sanctions regulations.

Export authorisations for dual-use items

Export control of dual-use items aims to prevent the use of such items for the development of weapons of mass destruction, for purposes that violate human rights, and for other undesirable end-uses. Export control also promotes the responsible export of Finnish technology. Exporting of controlled dual-use items outside the EU requires an authorisation by the Export Control Unit of the Ministry for Foreign Affairs.

EU sanctions

Sanctions are restrictive measures that limit or suspend economic or commercial cooperation, including transport and communications connections or diplomatic relations, with a particular State or with groups of individuals and entities. Companies must comply with such sanctions and strive to prevent their circumvention. The Ministry for Foreign Affairs is the national competent authority in sanctions-related matters. In the Foreign Ministry's Sanctions e-Service you can ask about EU and UN sanctions, submit an application for an authorization, report on the implementation and circumvention of sanctions.
