Evaluation Report: Project evaluation of the Technical Assistance to Tanzania Revenue Authority

An external evaluation of VERO’s project in Tanzania concludes that the project represents a successful and innovative model of institutional cooperation (ICI) in public administration reform. The project has laid a solid foundation for long-term improvements in Tanzania’s tax administration (TRA). At the core of the project is a peer-to-peer learning model, and its effectiveness has been reinforced by TRA’s strong commitment to implementation.

According to the evaluation, the project was highly relevant to TRA’s strategic objectives and supported the broader efforts of the Tanzanian government to strengthen domestic revenue mobilization. Key achievements include the development of a risk-based audit framework, improvements in human resource management and leadership practices, and support for TRA’s digitalization efforts.

The Ministry for Foreign Affairs funds VERO’s ICI project in Tanzania with €2.7 million for the period 2018–2026.
