Guidance note: The triple nexus and cooperation with fragile states and regions

The aim of this guidance note is to strengthen the coherence, complementarity and effectiveness of humanitarian aid, development cooperation and peacebuilding. The guidance note is intended as a practical tool especially for the use of the Ministry for Foreign Affairs, diplomatic missions and stakeholders.

In February 2019, the OECD Development Assistance Committee (DAC) approved a recommendation known as the triple nexus (DAC Recommendation on humanitarian-Development-Peace Nexus) with the aim to strengthen the coherence, complementarity and effectiveness of humanitarian aid, development cooperation and peacebuilding. To support the implementation of the nexus approach, the Ministry for Foreign Affairs has prepared a guidance note The Triple Nexus and Cooperation with Fragile States and Regions.

The guidance note is intended as a practical tool especially for the use of the Ministry for Foreign Affairs, diplomatic missions and stakeholders. It presents a number of practical ways for taking the approach into account in the different pillars of the nexus and in the different phases of the programme cycles in accordance with the needs and opportunities associated with each context. The guidance note covers bilateral and multilateral cooperation as well as cooperation with civil society and other actors, including public administration actors, universities and the private sector.
