Finland promotes efforts to ensure accountability in Russia’s war of aggression

On 24 September, the Government submitted to Parliament proposals for the acceptance and bringing into force of an agreement related to the Special Tribunal for the Crime of Aggression against Ukraine and the Convention Establishing an International Claims Commission for Ukraine.

“Accountability is a prerequisite for a just and lasting peace. Through these accountability mechanisms we ensure that Russia and its leadership will be held accountable for the legal consequences of their actions in violation of international law. We will also help Ukraine and the victims to obtain justice and compensation for the damage caused by Russia's war of aggression,” says Minister for Foreign Affairs Elina Valtonen.   

The accountability mechanisms to be established by these agreements will advance both criminal accountability for the crime of aggression and Russia’s liability for the damage caused by the war of aggression. Both mechanisms will operate within the framework of the Council of Europe and will be based in The Hague. Finland has actively participated in the process of preparing and negotiating both agreements.
