Theories of Change and Aggregate Indicators for Finland’s Development Policy

Theories of change and aggregate indicators constructed to support them are used to help those in charge of the strategic guidance and performance reporting related to development policy.

Theories of change are based on the priorities of Finland’s development policy and the entity formed of these. They describe Finland’s contribution to the promotion of the objectives of Finland's development policy, approved by the Government, and provide a more detailed picture of the matters prioritised by Finland.

 Aggregate indicators constructed to support the theories of change now comprehensively cover the various outcomes. Information about outcomes is collected through them from various programmes.
