Views on draft government proposal for amending the Act on the Export Control of Dual-Use Items published

In June 2026, the Ministry for Foreign Affairs requested views on the draft government proposal for amending the Act on the Export Control of Dual-Use Items (500/2024). Responses were to be submitted electronically through the online platform at lausuntopalvelu.fi by 29 July 2026 at the latest.

The draft government proposal for updating the legislation governing export control of dual-use items proposes amendments to national regulation where it overlaps with the EU Dual-Use Regulation. The proposal also puts forward specifications to current national Act. In addition, technical amendments are proposed to the obligations concerning reporting and national general export authorisations. Also, two new entries are proposed to the national control list, covering unmanned aircrafts classified as dual-use items and their associated navigation systems.

The feedback of the proposed amendments is on the overall positive. Overall, respondents considered them justified for eliminating overlapping regulation and improving clarity and legal certainty. The proposed alleviations to the reporting obligation under section 9 was also supported, especially because it reduces the administrative burden on operators. Above all, respondents highlighted the need for export control regulation to have a precisely defined scope of application and to be clear and predictable. In addition, they stressed streamlined administrative procedures and the importance of official guidelines. Several responses also underlined the primacy of international export control over domestic regulation.

The views expressed will be taken in account in the proposal and the implementation of export controls.
