Development policy investment strategy 2025-2027

The Ministry for Foreign Affairs has adopted a development policy investment strategy for 2025–2027. The aim of development policy investment is to mobilise private capital for responsible and financially sustainable business activities and investments that advance sustainable development in developing countries.

Investments are made in line with the objectives of Finland’s foreign and security policy and trade and development policy. The selection of investment targets has an emphasis sectors experiencing a financing gap in which Finland and Finnish businesses can offer expertise and technology or which relate to value chains that are important to Finland. The selection process also looks for opportunities to finance the reconstruction of Ukraine.
