EU targets largest ever package of sanctions against individuals and entities supporting Russia’s war industry

The European Union (EU) adopted new sanctions against individuals and entities in Russia’s military industry complex and against individuals involved in organising the so-called elections for the Russian State Duma in the unlawfully annexed or occupied territories of Ukraine. This is the single largest set of sanctions listings ever agreed by the EU.

The sanctions package of 12 October 2026 is the EU’s response to Russia’s continued aggression against Ukraine. The new listings respond to Russia’s missile and drone strikes against civilian targets in Ukraine, including Kyiv, and its
attacks against Ukraine’s critical infrastructure. They also aimed at Russia’s attempts to undermine Ukraine’s independence, sovereignty and territorial integrity.

The new package specifically targets industry networks, companies and entities in Russia’s military-industrial complex, supplying materiel, technology and other key resources for the Russian armed forces. The agreed listings include 1,569 Russian companies and their CEOs.

The objective is to restrict Russia’s access to key military products and components and impede its military industrial production. The EU continues its determined efforts to undermine Russia’s military capabilities and to increase pressure on Russia to end the aggression against Ukraine.

In addition, the EU agreed on new sanctions against 77 persons involved in organising the so-called elections for the Russian State Duma on 18–20 September 2026 in the unlawfully annexed or occupied territories of Ukraine. The elections were the first to be held for the State Duma since Russia launched its war of aggression against Ukraine, and the vote was also held in the Ukrainian territories of Donetsk, Luhansk, Kherson and Zaporizhzhia that have been unlawfully annexed and partially occupied by Russia.
