New Head of Mission appointed to New Delhi and non-resident Ambassador to Angola, authorisation granted to Tajikistan

At the presidential session on 16 June, the President appointed Mikko Kivikoski as Head of Mission at Finland’s Embassy in New Delhi from 1 July, authorised Roving Ambassador Maria Ågren for Tajikistan, and appointed Satu Lassila, Head of Mission in Maputo, as non-resident Ambassador to Angola from 16 June.

The President of the Republic appointed Counsellor for Foreign Affairs Mikko Kivikoski to serve as Head of Mission at Finland’s Embassy in New Delhi starting on 1 July 2026.

Kivikoski will transfer to the post from the Ministry for Foreign Affairs, where he has served as Deputy Director General of the Department for Asia and Oceania since 2024.

Kivikoski has previously served as Head of Mission in Astana. His career in the diplomatic service includes posts at the Consulate General in St Petersburg, the Permanent Missions in New York and Vienna and the Embassies in Riga and Moscow. Kivikoski has held several positions at the Ministry for Foreign Affairs’ Department for Russia, Eastern Europe and Central Asia, including as Deputy Director General.

Kivikoski holds a Licentiate of Social Sciences degree. He joined the Ministry for Foreign Affairs in 2001.

Roving Ambassador, Central Asia (authorisation to Tajikistan)

The President of the Republic authorised Counsellor for Foreign Affairs Maria Ågren, a Roving Ambassador based at the Finnish Ministry for Foreign Affairs, to also serve in Tajikistan starting on 16 June.

The President of the Republic appointed Ambassador Satu Lassila, Head of Mission at Finland’s Embassy in Maputo, to serve as a non-resident Ambassador to Angola starting on 16 June.
