Finland supports Ukraine
Since the start of Russia’s war of aggression, Finland has found many ways to support Ukraine and its neighbouring countries, which are also affected by the war. Finland has provided more than EUR 4.6 billion in support to Ukraine since February 2022.
Finland’s defence materiel assistance to Ukraine totals around EUR 3.4 billion. Additionally, Finland has allocated approximately EUR 1.2 billion in development cooperation support and humanitarian assistance to Ukraine. This figure includes EUR 900 million in reception costs for Ukrainian beneficiaries of temporary protection. Ukraine is Finland’s biggest single partner in development cooperation and largest recipient of humanitarian assistance.
The Country Programme for Development Cooperation in Ukraine responds to the country’s immediate needs, builds resilience in society and supports Ukraine in its reconstruction and on its path to EU membership. The main priorities of cooperation between Finland and Ukraine are the education sector, rule of law development, the environment and development of the Ukrainian civil defence system.
Finland has granted humanitarian assistance to address acute distress, with an emphasis on assisting the most vulnerable people, particularly persons with disabilities. Finland has also increased and adjusted its development cooperation support to better respond to immediate needs and strengthen the resilience of Ukrainian society in the midst of the war.
Finland’s civilian material assistance to Ukraine amounts to over 700 truckloads of supplies. Material assistance is delivered through the EU Civil Protection Mechanism. Additionally, more than 160 vehicles, mainly rescue service vehicles, have been sent to Ukraine.
Various administrative branches are constantly preparing additional assistance for Ukraine.

Agreement on security cooperation and long-term support between the Republic of Finland and Ukraine
The President of the Republic of Finland, Alexander Stubb, and the President of Ukraine, Volodymyr Zelensky, signed a bilateral agreement on security cooperation between Finland and Ukraine in Kyiv on April 3, 2024. The purpose of the security commitments is to provide broad-based support for Ukraine's defence capability and to provide long-term support for Ukraine's society, its resilience and reforms supporting Ukraine's EU and NATO membership processes.

Support to Ukraine’s neighbouring countries
In 2022, EUR 1 million of Finland’s humanitarian assistance was allocated to the operations of the UN Refugee Agency (UNHCR) in Moldova to assist Ukrainians who had fled to the country. In addition, Finland channelled half a million euros in humanitarian assistance through the United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) to help persons with disabilities who have fled the war in Ukraine to Moldova and Georgia.
Support channelled through the EU
The EU continues its strong support for Ukraine by means of humanitarian assistance, macro-financial assistance, emergency logistical hubs, energy sector support, and trade policy measures. EU Member States have supported Ukraine’s armed forces through the European Peace Facility (EPF). Support is delivered in the form of equipment and supplies, such as fuel, medical equipment and arms. The EU is also supporting Ukraine through the EUMAM Ukraine operation, which has provided training for close to 90,000 Ukrainian soldiers. So far, the European Union and its Member States have given more than EUR 200 billion in support of Ukraine. The EU has pledged a EUR 90 billion loan package to Ukraine for 2026–2027 for strengthening defence and supporting the public sector.
