Country Programme for Development Cooperation : Ethiopia 2025–2028
Finland's Country Programme for Development Cooperation in Ethiopia 2025–2028 is a tool for the implementation of Finnish foreign, security and development policy as well as for broadening economic relations with Ethiopia. The programme contributes to the achievement of Ethiopia's national strategic objective "Towards a peaceful, resilient and prosperous Ethiopia." Finland’s support will focus on two result areas: 1) Peace and resilience, 2) Sustainable private sector-led growth, digital transformation, and partnerships. The programme is implemented through political dialogue, development cooperation instruments, coordination and collaboration with the EU and multilateral organisations, humanitarian assistance, and support to the civil society. Economic relations, trade, and investment will also be strengthened. The programme builds on successful long-term cooperation in the areas of education, digitalisation in rural development as well as water and sanitation. The programme extends support to gender equality and women’s empowerment, and human rights and the rights of persons with disabilities. Digitalisation, clean technology, and circular economy, as well as public and private sector cooperation are also essential objectives. Flexibility and robust risk management will support the effective implementation of the programme in Ethiopia’s fragile context.
