Government report on changes in the foreign and security policy environment
The report assesses the significance of changes in the security environment for Finland and Europe. It adds to the 2024 Government report on Finnish foreign and security policy. The foreign and security policy environment is unpredictable and evolving rapidly. The transformation of the transatlantic relationship underscores the responsibility of Europeans for the continent. Russia’s aggressive actions are a long‑term threat. The war in Iran has extensive impacts, also for Europe. The world is increasingly defined by power, force and competition, often at the expense of the rules-based international system. Uncertainties in the operating environment are expected to continue, but Finland is well prepared. Finland invests in defence, resilience and a wide range of measures. Finland approaches the transatlantic relationship through its values, interests and strengths. Finland is building a stronger and more effective EU and a more European NATO. Finland promotes a just and lasting peace in Ukraine and emphasises the need to support Ukraine over the long term and respond to the persistent threat posed by Russia. Finland focuses on derisking and competitiveness. Finland defends international law and supports the multilateral system. Finland promotes stability and security in the Arctic region. The Nordic countries and other partners and allies are more significant than ever.
