Evaluation Report: TARABOT - Supporting Transformative Resilience in Palestine Programme

The mid-term evaluation report of the TARABOT programme covers the years 2020–2024. The programme aims to strengthen the transformative resilience of vulnerable communities, particularly in Gaza, East Jerusalem, and Area C. It is managed by UNDP in collaboration with Palestinian authorities and international donors.

According to the evaluation, the programme has made a significant contribution to promoting social and economic resilience. It has supported local service providers, strengthened national and local planning, and promoted community participation. The programme aligns with national development goals, the UN Sustainable Development Goals, and UNDP strategies.

Innovative approaches have been used in the programme’s implementation, such as partnership models and sector-specific projects. The programme has achieved many of its objectives. The evaluation also identified areas for improvement, including mainstreaming gender equality, monitoring systems, and limited impact on political resilience.

The effects of war in Gaza and political changes in Palestine have influenced the programme’s implementation and evaluation. The evaluation team recommends continuing and further developing the programme, with a focus on gender equality, inclusion, and sustainability. Additionally, it suggests creating a new impact model, clearer measurement of results, and broader collaboration with local and international stakeholders.
