Evaluation Report: Evaluation of the United Nations Disability Inclusion Strategy

The UN Disability Inclusion Strategy (UNDIS) was evaluated in 2024–2025. Finland has funded the strategy and promoted its inclusion in the UN’s regular budget, as UNDIS is considered a cost-effective way to mainstream disability inclusion across the UN system.

The evaluation found that UNDIS has been an important catalyst for change but has not yet achieved system-wide transformation. Progress has been uneven across organizations and countries, and tangible results for persons with disabilities remain limited. The recommendation is to revise the strategy to define a clear vision, objectives, and theory of change. It should emphasize participatory collaboration with persons with disabilities, intersectionality, and gender equality. The dual approach combining mainstreaming and targeted actions should be maintained. Implementation should be strengthened through action plans at system, organizational, and country team levels, as well as by leveraging partnerships.
