Evaluation Report: Support of the National Reconciliation and Local Governance in Somalia (MIDEEYE) Project
The “Support of the National Reconciliation and Local Governance in Somalia (MIDEEYE)” project was implemented from 2021-2024 by Finn Church Aid, together with the Network for Religious and Traditional Peacemakers. The final evaluation of the MIDEEYE project found that initiative significantly strengthened reconciliation processes, inclusive governance and institutional capacity across Somalia, supporting ongoing state-building efforts and implementation of national frameworks for reconciliation and local governance.
The project aimed to enhance the National Reconciliation Framework’s operationalization and improve basic service delivery through inclusive district governance. The evaluation shows that the project succeeded in improving government-led reconciliation, strengthening coordination between national and district institutions and increasing public trust in authorities while advancing inclusive governance. Community participation in reconciliation dialogues and district council formation grew substantially, with three new councils established.
The evaluation found that the project aligned with national priorities, contributed to social cohesion, and embedded peacebuilding within local governance structures. Adaptive programming, community ownership and integrating traditional and modern reconciliation approaches were particularly successful. Sustainability improved through strengthened institutions, although political, capacity, and resource challenges require continued support.
