Evaluation Report: Institutional Cooperation in Asia
Department for Asia and Oceania commissioned an external evaluation of its support to the Institutional Cooperation (ICI) in Central Asia (Uzbekistan, Tajikistan, Kyrgyzstan), Vietnam, Nepal and Indonesia. The evaluation covered twelve Institutional Cooperation projects implemented by the Finnish Meteorological Institute (FMI), the Geological Survey of Finland (GTK), the Finnish Environment Institute (SYKE), and the Natural Resource Institute Finland (LUKE) with their local partner institutions.
The evaluation considered ICI projects to have an added value to the other development cooperation instruments. The evaluation findings indicate that the institutional cooperation projects are relevant, generally efficient and cost-effective, particularly given their relatively limited resources. The peer-to-peer technical hands-on capacity building approach is regarded as a strength of the institutional cooperation. However, the full institutionalisation of improved capacities and introduced systems within the partner institutions’ operational processes appears challenging. This has implications for the effectiveness, impact and sustainability of the results.
