Evaluation Report: Independent Commission for Human Rights Palestine
The independent evaluation report reviews the operations of the Palestinian Independent Commission for Human Rights (ICHR) during the years 2019–2022. The report assesses the implementation of ICHR’s strategic plan, its impact, and the organization’s ability to promote human rights in a challenging political and social context.
The report’s key findings state that ICHR functions effectively both as an ombudsman and as a national human rights institution. Its work has earned trust among citizens, authorities, and civil society organizations. ICHR operates as a neutral and independent actor in both the West Bank and Gaza. It is noted that ICHR has taken into account recommendations from previous evaluations and the gender equality audit.
The main challenges identified include the impact of the Israeli occupation on human rights, internal political divisions within Palestine and the absence of elections, a weak and non-independent judicial system, and pressure to expand activities related to human rights violations caused by the occupation.
The evaluation recommends strengthening results-based approaches, granting broader authority to regional offices in handling complaints, expanding oversight to all detention centers with a particular focus on vulnerable individuals, increasing monitoring of organized trainings, enhancing follow-up on the implementation of legislative recommendations, reinforcing efforts to safeguard judicial independence, clarifying international advocacy goals, and improving staff well-being. The report also recommends extending strategic planning cycles and strengthening internal organizational capacity. It concludes that ICHR is a highly capable and effective national human rights institution operating under difficult circumstances.
