Evaluation Report: External Review of IUFRO Programmes
An external review assessed three IUFRO programmes funded by Finland’s Ministry for Foreign Affairs during 2014–2024: the Science-Policy Programme (SciPol), World Forests, Society and Environment (WFSE), and the Special Programme for Development of Capacities (SPDC). The evaluation examined how these initiatives strengthened the role of forest science in international policy, promoted knowledge exchange, and built capacity, particularly in economically disadvantaged regions.
The programmes successfully provided timely, impartial scientific input to global forest-related negotiations and supported the implementation of the 2030 Agenda. SciPol and WFSE advanced science–policy dialogue, while SPDC enhanced skills and networks in the Global South.
Finland’s funding served as crucial seed money, enabling broader fundraising and impact. Recommendations include preparing for the post-2030 period, improving communication and outreach, fostering stronger coordination between programmes, and diversifying the donor base.
