Evaluation report: Enhancing the Institutional Capacity of the Immigration and Naturalization Directorate in Somalia
The final evaluation of the project “Enhancing the Institutional Capacity of the Immigration and Naturalization Directorate (IND) in Somalia” covers the entire 14-month project period from 2020 to 2021. The IOM-implemented project aimed to strengthen the capacity of Somalia’s Immigration and Naturalization Directorate (IND) to improve security and state legitimacy regarding migration management and border control.
The evaluation found that the project significantly improved coordination, communication and operational capacity within IND through contributions by diaspora and international experts. The project was well aligned with the international and regional frameworks, including the UN’s Global Compact for Migration, the 2030 Agenda, and IOM’s Migration Governance Framework.
The project’s sustainability will depend on continued investment in training, IT infrastructure and capacity building. Key recommendations include adopting a long-term approach to training needs, establishing a national immigration training center, supporting exchange visits for knowledge sharing and gradually allowing IND to implement some project components directly. Future projects should be based on a capacity assessment and engaging senior government officials to ensure continued support and institutional ownership of the project’s results.
