Evaluation Report: Biennial evaluation of 2018-2019 Pegase Direct Financial Support to the Palestinian Authority
PEGASE (Mécanisme Palestino-Européen de Gestion de l’Aide Socio-Économique) is a funding mechanism of the EU and its member states that supports the recurrent expenditures of the Palestinian Authority (PA). The evaluation covers the years 2018–2019 and aimed to assess the impact, efficiency, and relevance of PEGASE in a changing political and economic context.
Key findings of the evaluation indicate that PEGASE’s objectives were aligned with the national priorities of the Palestinian Authority (PA). PEGASE has been vital in maintaining the PA’s operational capacity and economic stability. The incentive-based funding mechanism yielded positive results, particularly in public financial management, water supply, and the energy sector. The evaluation highlighted that the program supported the maintenance of public services but did not significantly improve their quality.
Areas for improvement include program design where greater emphasis should be placed on gender equality and social inclusion. The conclusions also noted the need to develop better monitoring, reporting, and visibility regarding program outcomes. The incentive-based aspect of the program should also be expanded. The evaluation emphasized the instability of the political and economic situation and its impact on service delivery and development. Recommendations included that the PEGASE program should increasingly take into account the political realities when setting objectives and strengthen policy dialogue between the PA and its partners.
