Country Programme for Development Cooperation : Nepal 2025-2028

Finland's Country Programme for Development Cooperation in Nepal 2025–2028 is a tool for the implementation of Finnish foreign, security and development policy as well as for broadening economic relations with Nepal. The programme contributes to the achievement of Nepal's national strategic objective: A prosperous, inclusive and resilient Nepal through sustainable partnerships. Finland's support will focus on three result areas: 1) Sustainable Economic Development and Partnerships, 2) Sustainable Natural Resource Management and Enhanced Climate Resilience, 3) Inclusive and Resilient Education System Ensuring Equal Opportunities for All. The programme is implemented through political dialogue, development cooperation instruments, coordination and collaboration with the EU and multilateral organisations, and support to the civil society. Economic relations will also be strengthened. The programme builds on successful long-term cooperation in the areas of education and water, sanitation and livelihoods. It extends support to gender equality and, human rights and the rights of persons with disabilities. Digitalisation, market linkages and partnerships with Finnish expertise, as well as public and private sector cooperation are also essential objectives. Flexibility and robust risk management will support the effective implementation of the programme in Nepal's context.
