10 Year Framework of Programmes on Sustainable Consumption and Production

The 10 Year Framework of Programmes on Sustainable Consumption and Production (10YFP) was adopted at the 2012 UN Conference on Sustainable Development (Rio+20). The objective of the Framework Programme is to support regional and national efforts towards sustainable consumption and production, improve resource efficiency and enable economic growth without worsening the state of the environment, promote corporate social responsibility, increase sustainable public procurement and develop environmental standards for product chains. At the same time, the programme aims at creating new job opportunities and reducing poverty. As its name indicates, the duration of the framework programme was 10 years (2012-2022). In 2021 the mandate was renewed and extended until 2030. Finland supported the 10YFP program with 300,000 euros in 2013. Finland's financial support for the framework program in the early stages of implementation was significant, and the framework program was launched after the Rio + 20 meeting with the help of seed money. The 10YFP Framework Program was adopted as part of the Rio+20 outcome document. In 2022, the second phase of programming will begin through the implementation of a new global strategy for sustainable consumption and production for 2023-2030. The aim of the new program is to scale the best practices of the previous programming period, increase concrete projects in the regions and accelerate the green transition to a circular economy in new sectors and regions. Finland has contributed to the priorities of the new strategy and will be able to ensure that the work of the forthcoming programming period is effective and productive through its expert work and political guidance. In 2022, a one-time support of 990 000 euros is planned for supporting the new mandate of 10YFP. The contribution is planned to be paid in 2022 and will consist of unbound carry-over appropriations from 2021.
