EU Pegase-mechanism


Pegase was founded in 2008 and it is the key mechanism for the EU to support Palestinian state-building and the implementation of the Palestinian National Policy Agenda. The Pegase is a mechanism that provides support to selected windows of the Palestinian Authority’s budget, complemented with technical assistance from the EU. The immediate objective of Pegase is to have better and more comprehensive public services, with special regards to the most vulnerable Palestinians. The long-term, overall objective is to strengthen efficiency and accountability of public institutions and to promote inclusive social development. The program contributes to the capacity building of the Palestinian Authority. The 2018 evaluation confirms the instrument’s effectiveness and its central role as a predictable and regular source of revenue for the Palestinian Authority. Since 2008, EU and its Member States have financed the mechanism with EUR 2.7 billion. Finland has contributed to Pegase since 2009 with a total of EUR 18 million. Finland's support in 2018-2019 was EUR 2.5 million and it was channeled to social security and East Jerusalem hospitals. This additional fund of EUR 3 million for 2020 will be allocated to the East Jerusalem hospitals. Funding will benefit the poorest Palestinians and those in need of specialized medical care. Most of the beneficiaries are from Gaza.
