According to certain estimates, Finland is a country of transit or destination for hundreds of victims of trafficking. In its report on the human rights policy of Finland, submitted to Parliament on 31 March 2004, the Government expressed its commitment to the preparation of a national programme of action against trafficking in human beings.

Human rights are among the priorities of the Finnish Government’s foreign policy. In accordance with the Government’s political programme, the Government pursues an active human rights policy both in bilateral relations and within the frameworks of the European Union and other international organisations.

Human rights policy is a central part of the Government’s activities in the field of foreign and security policy. As stated in its programme, the Government promotes the realisation of human rights, democracy, the rule of law and sustainable development in all parts of the world.

In Finland, public authorities are responsible for ensuring the implementation of basic rights and human rights. An overall reform of the basic rights and liberties took effect on 1 August 1995. Its main purpose was to create in Finland a basic rights system that is in full compliance with the international human rights obligations and thus reinforce the fulfilment of these obligations at national level.

Recommendations received by Finland during the consideration of its human rights situation by the working group on the universal periodic review in March 2008, and the actions undertaken by the Government of Finland in response to these recommendations.

Promoting democracy has become increasingly evident in international discussions, for example as a result of the “Arab Spring”. This gives Finland an opportunity to assess its democracy support policy and decide on the activities in which it will participate in future as well as the concrete objectives it will pursue. At the same time, it is worth considering how Finland can increase the effectiveness of its activities by reducing their current fragmentation.

The budget for 2015 proposes a total of 1,190 million euros for the administrative branch of the Ministry for Foreign Affairs.

Finland participates with its development policy and cooperation to global efforts to eradicate poverty and ensure sustainable development. Joint action is impactful: extreme poverty has decreased. There is still much to be done.

Finland’s bilateral development cooperation in Eastern Europe and Central Asia covers the following 11 countries: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.

The Ministry for Foreign Affairs carried out a survey on internationalisation and barriers to trade in the autumn of 2012 to chart internationalisation among enterprises and the barriers to trade and investments encountered by them. Results of the survey were published on 28th May 2013. The survey on internationalisation and trade barriers is the first of its kind. Formerly the experiences of Finnish enterprises have been surveyed only as regards barriers to trade, most recently in 2009.

Evaluation is independent analysis of development policy and development cooperation. The purpose is to evaluate if the objectives of cooperation are achieved and to understand what works and why. Based on this evaluation produces evidence and recommendations for decision making for continuous quality improvements of development cooperation.

The purpose of the new strategy is to help Finland pursue its goals in the UN more effectively. With a strong emphasis on sustainable development, it sets out Finland’s priorities for the near future.

The UN Strategy of the Finnish Foreign Service

This policy defines the key principles, objectives, channels and priorities of Finnish humanitarian assistance.

The Foreign Service has drawn up its own and programme. These documents will guide activities promoting sustainable development both at the Ministry for Foreign Affairs in Finland and in the foreign missions abroad. The strategy and programme cover the years from 2013 to 2020.
