The Wider Europe Initiative (WEI) is a bilateral development cooperation programme in Eastern Europe, South Caucasus and Central Asia launched by Finland in 2008.

The programme has been phased in gradually.

The framework programme is carried out in the following 11 countries:

  • Eastern Europe: Belarus, Moldova, and Ukraine
  • South Caucasus: Armenia, Azerbaijan and Georgia
  • Central Asia: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan
