The Government’s Development Policy Programme (2012) requires that a human rights-based approach be implemented in all development policy and development cooperation practiced by Finland.

The guidelines cover the implementation of a human rights-based approach in
bilateral and multilateral political dialogue and cooperation as well as cooperation
with non-governmental organisations.

The principles can also be applied to thematic programmes.
