Evaluation is independent analysis of development policy and development cooperation. The purpose is to evaluate if the objectives of cooperation are achieved and to understand what works and why. Based on this evaluation produces evidence and recommendations for decision making for continuous quality improvements of development cooperation.

The primary intended users of the Evaluation Manual are the officials who commission and manage evaluations and the experts who implement evaluations both in Finland and in partner countries. The manual also provides more broadly helpful information for all stakeholders who have an interest in the evaluation function and the results of Finland's development policy and cooperation.

The first part of the manual introduces the concepts of development evaluation, and the international norms and standards. Part two provided guidance on the evaluation process phase by phase. Part three briefly introduces budget support evaluation.
