Reconstruction of Ukraine : Finland’s national plan, part two
As stated in Prime Minister Orpo’s Government Programme, the Ministry for Foreign Affairs together with the ministries and stakeholders has drawn up a two-part plan for Finland’s participation in the reconstruction of Ukraine. The first part focuses on financing and advisory services relevant to Finnish companies. The second part covers the participation of Finland’s central government and various stakeholders in the reconstruction of Ukraine in more detail and the use of Finland’s development cooperation funds in Ukraine. The plan extends to 2027. Gender equality and the promotion of human rights are key cross-cutting themes. All support activities take into consideration the strengthening of structures related to the rule of law and the prevention of corruption. Humanitarian aid is widely provided through UN organisations and NGOs. Finland participates in the international coordination and funding instruments to support Ukraine, such as the EU’s Ukraine Facility which aims to strengthen the country’s membership capacity. Finland aims to utilise its strengths to develop a more equal partnership with Ukraine and to promote sustainable development in Ukraine in close international cooperation. Finland’s goal is to continue the EU’s strong political, economic, defence materiel, civilian material and humanitarian assistance to Ukraine as long as necessary.
