Education Sector Support for Mozambique

Description

FASE is a Trust Fund to support the comprehensive development of the country's education sector, funded by the Mozambican government and international donors. FASE implements the ten-year strategy for the education sector with the following main objectives: 1) to ensure equitable access to education and continuity of education for all, 2) to ensure quality of learning, and 3) to ensure an education administration that is open, inclusive, and effective. Finland aims for a more efficient and inclusive education system that provides all boys and girls better learning in primary and secondary education. Finland's special priorities under the current country programme (2021-2024) are girls' education, teacher training and school governance that promotes equality at all levels. Mozambique has progressed well in access to education and in building education sector institutions. However, the education system suffers from overall inefficiency. More than one third of students drop out before the 3rd grade, and only less than half of students complete primary education. Teacher and student absenteeism are high. Before COVID-19, learning outcomes were improving, but were still at a critically low level. There are big regional disparities. COVID-19, the conflict in the North of Mozambique and weather-related emergencies are estimated to significantly impact education sector outcomes. The significance of FASE for education sector development has increased, although large part of donor aid is still channelled outside FASE. FASE is co-funded by 10 donors 2023 onwards: Finland, Canada, Ireland, Portugal, France, USAID, the World Bank, UNICEF, the Global Partnership for Education and the EU. Finland is the second largest bilateral donor.
