Description
MOPAN(mopanonline.org) (Multilateral Organisation Performance Assessment Network) is a network of 19 countries who share a common interest in assessing the effectiveness of the major multilateral organisations that they fund. MOPAN generates, collects, analyses and presents relevant and credible information on the organisational and development effectiveness of multilateral organisations. MOPAN has an important niche in its ability to provide system-wide perspective, leveraging its knowledge base and relationships across donors and different types on multilateral organisations. MOPAN supports its member countries in complying with their accountability needs, supports the development of multilateral organisations and development finance institutions, influences multilateral system reform processes and promotes the development of a stronger multilateral system. Thanks to MOPAN assessments Network's members have up-to-date information on the multilateral organisations and development finance institutions they finance, which supports informed decision-making and the effectiveness of our multilateral development cooperation. MOPAN assessments are conducted according to the MOPAN 3.1 approach that is a rigorous, comprehensive and transparent methodology that seeks a holistic understanding of multilateral organisations' systems, policies and practices at the global, regional and country level. The organisations are assessed against 5 performance areas: strategic management, operational management, relationship management, performance management and results. MOPAN commissioned an independent evaluation in 2020. It covered its operations in 2015-2021. The evaluation looked at MOPAN's efficiency, effectiveness and appropriateness. The evaluation includes 9 recommendations. One of the key recommendations was that MOPAN member states should develop a medium-term strategy and a vision and implement specific accountability processes to support it. MOPAN's next Programme of Work and Budget covers the years 2023-24. MOPAN members agreed that it would be a transitional period during which the Network should reflect on the strategic vision and values, and prepare a strategy which will set out how MOPAN will deliver this vision. MOPAN will also consider the nature of the hosting of its Secretariat by the OECD in the light of the emerging strategy.
