UEF-UNEP Course on Multilateral Environmental Agreements

UEF-UNEP Course on Multilateral Environmental Agreements aims at broadening the participants’ professional perspective as well as increasing interaction between participants with different professional backgrounds. More than half of the participants are selected from developing countries. The course strengthens the capacity of developing countries to participate in the negotiations on multilateral environmental agreements and especially the capacity to participate in the decision-making, monitoring and evaluation of the implementation of environmental agreements. The project enhances the knowhow of developing countries authorities and other representatives in international environmental public management, law and diplomacy and thus strengthens the capacity of developing countries in developing their environmental and natural resources management. The projects trengthens developing countries in implementing the Agenda 2030. The Ministry for Foreign Affairs (MFA) has funded the course organized by the University of Eastern Finland in collaboration with UNEP since 2004. The course has different themes every year. The course for 2019 will be organized in Italy or France and the porposed theme is "Emerging issues in international environmental law". The course will be organized in Joensuu in 2020 and in Costa Rica in 2021. The theme for 2020 and 2021 will be decided upon at a later stage together with the Ministry for Foreign Affairs and other stakeholders. The funding will be given as a state grant. The University of Eastern Finland was the only applicant. It is proposed that the MFA will support the course with 270 000 euros, divided to 90 000 euros/ year in 2019, 2020 and 2021.
