Institutional cooperation instrument: technical assistance consultancy

The task of the Facilitation consultant is to support Finnish governmental institutions in the planning, implementation and monitoring of the Institutional Cooperation Instrument (ICI) projects. ICI was launched in 2008 and several projects are currently on-going or being planned in regional departments of the MFA. ICI-projects are rather small and the planning and monitoring are work intensive. This project outsources some administrative tasks so that the overall decision making and responsibilities as well as monitoring remain at MFA but the routine tasks are largely outsourced to the Facilitation Consultant. The project aims (impact) to improve the capacities of the partner country government agencies and (outcome) to advance the quality, effectiveness and impact of the ICI-projects. The strategy of the project is to use a consultant company to provide services to the MFA and to support the Finnish government agencies. The previous experience from the work of ICI-consultant has been positive from the perspective of the Finnish government agencies as well as regional departments of the MFA. MFA utilises max 375.000 € for the services of ICI-consultant during the period 2022-24.
