Institutional cooperation instrument: technical assistance consultancy

The task of the Facilitation consultant is to support Finnish governmental institution with technical assistance in the planning, implementation and monitoring of the Institutional Cooperation Instrument projects. Institutional Cooperation Instrument (ICI) has been launched in 2008 and several projects are on-going in regional departments of the MFA. ICI-projects are rather small and the planning and monitoring are work intensive. This project means outsourcing some administrative tasks so that the MFA has overall decision making responsibilities but the routine tasks are largely outsourced to the Facilitation Cönsultant. The project aims (impact) to improve the capacities of the partner country government agencies and (outcome) to advance the quality and effectiveness of the ICI-projects. The strategy of the project is to use one consultant company to provide services to the MFA and to support the Finnish government agencies. The previous experience from the work of ICI-consultant has been positive, especially from the perspective of the FInnish government agencies. MFA utilises max 150.000 € for the services of ICI-consultant during the period 2019-21.
