Description
Finland's core funding to OCHA total 10 million euros (annually 2,5 million euros). OCHA (Office for the Coordination of Humanitarian Affairs) is part of the United Nations Secretariat responsible for bringing together humanitarian actors and co-ordinate and ensure a coherent response to emergencies. More than 90% of its budget is based on voluntary contributions. As indicated in Finland's Humanitarian Policy (2012) Finland emphasized the role of United Nations as the coordinator of humanitarian aid. The guiding principle of Finnish funding is that effective, timely and needs-based humanitarian aid can significantly reduce the impact the humanitarian crises and hazards. Finnish contribution is now decreasing by 1 million euros annually due to cuts in Finland's humanitarian aid.
