UNOPS: Construction of Headquarters for the Immigration & Naturalisation Directorate of the Federal Government of Somalia


The construction of the Headquarters for the Immigration & Naturalisation Directorate (IND) aims at supporting Somalia in developing its administration and strengthening the capacity of its institutions, especially the IND. The project is implemented by the UN Office for Project Services (UNOPS). The main aim of the project is to improve the working environment for the IND, which will be able to deliver quality services efficiently and consistently to all citizens across the whole territory of the Federal Republic of Somalia. There is a lack of an adequate and permanent building from which to lead and manage immigration processes, which are currently undertaken from several buildings in and around Mogadishu. The direct beneficiaries of the project are the Ministry of Internal Security and Immigration & Naturalisation Directorate. Indirectly the project benefits all Somalis through enhanced immigration service delivery and border security. The project is implemented in a phased approach. In Phase 1, which started in 2017, UNOPS has carried out land surveys, detailed designs, procurement and tendering. Phase 2 will primarily consist of construction and project management. The second phase of the project will be implemented over a period of 12 months. The project has two output level goals: 1) Construction of a sustainable physical infrastructure of the IND HQ for the Federal Government of Somalia that meets international standards 2) Integrated technology and systems enabling the efficient and sustainable provision of energy and water installed in the Immigration HQ The estimated total budget for the project, including both first and second phases, is 5,008,208 USD. Other donors committed to the project are Denmark, the UK and Norway, which in total will fund the project as follows: Denmark with 1,5 MUSD, UK with 0,5 MUSD, and Norway with 0,5 MUSD. Finland is committed to support the Federal Government of Somalia in strengthening its immigration service delivery. Finland will support the second phase of the project with 437 000 EUR (0,5 MUSD).
