Support of Joint Financing arrangement of IGAD (extension)


Finland has supported Inter-Governmental Authority on Development since its establishment in late 1980s. Between 2011-2014 Finland supported strengthening the institutional and project management capacity through a bilateral project. The project achieved its objectives: the Project Planning and Management Unit was established and the project management capacity as well as the strategic planning capacity of IGAD strengthened. In 2015 Finland channeled its support to the Institutional Strengthening Action Plan through a Joint Financing Arrangement (ISAP) together with other Nordic countries. The Joint Financing Arrangement aims at supporting the institutional strengthening of IGAD to deliver its mandate of regional stability, integration and prosperity. In 2018 the IGAD 2016-2020 strategy and the ISAP programme were evaluated externally. According to the ISAP Mid Term Reviw the programme has been relevant and highly efficient, while its effects and results have been moderate. The Mid Term Evaluation noted that IGAD has invested in measures that can strengthen IGAD as a regional organisation. Finland has supported the Institutional Strengthening Action Plan with 1,5 million euros in 2016-18, i.e. 0,5 million euros annually. From 2019-20 Finland will continue its support to ISAP with 0,5 million euros annually.
