Description
Ministry for Foreign Affairs channels development assistance in the form of general or special transfers to international non-governmental organizations (INGO). The transfers are discretionary and based on the Act on Discretionary Government Transfers. State aid authorities must take care that there is appropriate and sufficient supervision of discretionary Government transfers. The Ministry for Foreign Affairs is obliged to supervise the use of discretionary government transfers and when needed to audit the supported organizations. According to the Act on Discretionary Government Transfers the State aid authority may issue a decision granting another authority or an outside auditor the authority to carry out the audits. The Ministry for Foreign Affairs of Finland will authorize KPMG Oy Ab to carry out an audit to those international non-governmental organizations that started their projects in 2019 or ended their projects in 2020. The procurement is based on the framework agreement between the Ministry for Foreign affairs and KPMG Oy Ab.
