Afghanistan; UNDP; Law and Order Trust Fund (LOTFA)
Description
Finland provides financial support to the Law and Order Trust Fund for Afghanistan (LOTFA) established by the United Nations Development Programme (UNDP) in 2002. LOTFA has a new Terms of Reference, and UNDP is appointing the Multi-Partner Trust Fund (MPTF) Office as the Administrative Agent of LOTFA. The Fund is using a pass-through management modality and accordingly funds are channeled to the Recipient UN Organizations.The Trust Fund will function as a ‘‘catalytic’’ funding mechanism within the Rule of Law sector in Afghanistan, which will allow Government and international partners to jointly plan and design sector-wide, comprehensive equitable programming and adaptive management of change responsive to the needs, concerns and perspectives of Afghan men, women, girls and boys. The Fund’s goals are to 1) improve State-based Rule of Law service-delivery to Afghan people; 2) increase security and safety for Afghan people at community-level; and 3) foster trust in the State and enable the State to build its legitimacy with the Afghan people. Salary payments to the Afghan National Police will be an important part of LOTFA also in the future.
