Evaluation on the Multilateral Policy and Influencing Plans

Over time, Finland has established long-term partnerships with various multilateral organizations. Multilateral organizations include 1) United Nations (UN) development funds, programmes and special organizations, 2) international development financing institutions (DFIs), and 3) international funds. The Ministry for Foreign Affairs of Finland (MFA) has had specific policy and implementation frameworks for planning, implementing, monitoring and managing the cooperation with the main multilateral patners. These management frameworks are called policy and influencing plans. They have evolved overtime and the latest more comprehensive update was done in 2016 when the policy and influencing plans were developed for 21 multilateral organizations. A new update is planned to be finalized by the end of 2018. Currently, about 19 % of the total development cooperation is channelled through the multilateral development cooperation. In addition, cooperation to multilateral organizations is channelled through humanitarian assistance, European Union (EU) development cooperation instrument and multi-bilateral cooperation. The multilateral organizations are thus very important partners for Finland and the MFA to implement its development policy. The MFA will carry out an evaluation on the multilateral policy and influencing plans as a management framework for cooperation in accordance with the annual development cooperation evaluation plan for 2018. Multilateral influencing has not been evaluated earlier.
