The Ministry awards state aid for the purpose of supporting at least 8 participants from development countries to participate in human rights training in Finland on a yearly basis. Two participants are offered a longer fellowship. The participants are chosen among Ngo-workers, Ph.D. students, scholars, public officials and lawyers from developing countries are given an opportunity to deepen their knowledge and understanding of human rights, as well as of the mechanisms available to fulfil and protect them. In previous years the participants have possessed key positions in universities, governmental offices and non-governmental organizations. The participants come from ODA-eligible (the OECD list of development assistance countries, ODA-DAC) countries in Africa, Latin America and Asia.
