FASE Education sector support for Mozambique

Description

FASE is a Trust Fund to support the comprehensive development of the country's education sector, funded by Mozambican government and international donors. FASE implements the ten-year strategy for the education sector with the main objectives: 1) to ensure equitable access to education, and continuity of education for all, 2) to ensure quality of learning, and 3) to ensure an education administration that is open, inclusive, and effective. The strategy under preparation for 2020-2029 is Mozambique's fourth plan for the education sector. Finland's special priorities in the implementation of the program are mother-tongue education and inclusion of students with special needs, support and development of teacher education and school administration, as well as the implementation of the equality strategy. FASE support has significantly increased access to school, especially girls' education, as well as reduced class size and regional disparities. The number of uneducated teachers has fallen and teaching in mother tongue has developed and expanded. However, learning outcomes remain poor and teachers' skill-gaps are high. The budget for the ten-year strategy for 2020-2029 is on average $ 1 billion annually. FASE is co-funded by 11 donors: Finland, Canada, Italy, Ireland, Portugal, France and Germany, the EU, the World Bank, UNICEF and the Global Partnership for Education. As in previous years, Finland is likely to be the second largest bilateral donor.
