Support to the training of police and prosecutors (CMC)
Description
Police–prosecutor training, (Crisis Management Centre Finland). The goal of the training programme organised by the CMC has been to increase the capacity of the Afghan authorities (police forces and prosecutors) in the police-prosecutor cooperation and make the preliminary investigation phase more effective. During the pilot stage (2009–2011), 20 police-prosecutor pairs were trained. There were participants also from the Afghan Ministry of Justice, the Supreme Court and the Independent Afghan Bar Association. The bilateral training programme was carried out in cooperation and coordination with the Afghan government, especially with the Ministry of the Interior and the Attorney General’s Office and other similar international programmes and the Finnish partner, the Crisis Management Centre. A manual for the police and prosecutors has been prepared during the project phase II (2011-2012), with the intention of introducing it for use in the whole country. The programme supports good governance, democracy and Rule of Law.
