Implementation of the OECD/DAC Peer review recommendations through actions related to strengthening of PCD and staff & systems development
Description
OECD/DAC carries out peer reviews of the member states' development policy and cooperation. The peer review of the Finnish development policy and cooperation in 2012 lead to recommendations in various areas. The purpose of the proposed project is to support the implementation of selected actions that fall into KEO-10 area of responsibility, namely i) Strengthening of policy coherence for development (PCD); ii) improving organization and management through modern tools, guidance and training; and iii) Enhancement of aid effectiveness and results. The fund allocations is requested to ensure the efficient completion of the following key activities that correspond to the recommendations: 1) Pilot project on food security. The pilot involves five Finnish ministries, research organizations and NGOs. The responsibilities regarding pilot implementation have been shared between the main actors, and MFA is responsible for summarizing the project's conclusions and drafting related recommendations. 2) Compelemantary staff training on various financing instruments with the view to enhance staff capacity to analyse the related possibilities and risk. The training will take the form of workshops and will be complemented by drafting and distribution of related guidelines.
