Voluntary Support to The Forest Carbon Partnership Facility - FCPF

The Forest Carbon Partnership Facility (FCPF) assists developing countries in their efforts to reduce emissions from deforestation and forest degradation by enabling developing countries to participate in a system of positive incentives for REDD+. The FCPF has two funding mechanisms — the Readiness Fund and the Carbon Fund. The FCPF Readiness Fund supports developing countries in preparing themselves to reduce emissions from deforestation and forest degradation, to enhance national management arrangements and to develop reference emission levels and to design measurement. In addition, the FCPF activities contribute to biodiversity conservation and enhancement of livelihoods of local communities . The current capitalization of the Readiness Fund is $358 million (10/2014). The Carbon Fund is the FCPF’s instrument to pilot results-based payments for emission reductions from REDD+ programs. An independent, external evaluation of the FCPF was undertaken in 2011. According to the assessment, the FCPF has made significant progress in building in-country capacity and in disseminating knowledge on REDD+ readiness. Less progress has been made on piloting a performance-based system of payments, enhancing livelihoods and conserving biodiversity. Finland has supported the FCPF with a total of 15 million euros between 2008-2012. In 2014, Finland's support is three million euros.
