Capacity Building in the Field of Meteorology


The Finnish Meteorological Institute has implemented a meteorological project with the national institute Tajikhydromet in Tajikistan since 2014. The project is implemented as an inter-institutional co-operation. The purpose of the project is to strengthen the capacity of Tajikhydromet so that Tajikhydromet is able to produce weather, climate and environmental information and early warning services for the benefit of the Tajik society. The main achievements of the first phase (2014-2017) include the creation of an automatic air quality monitoring station in Dushanbe, training of Tajikhydromet staff for the use of equipment purchased by the World Bank and the strengthening of Tajikhydromet's strategic planning and data management process capacity. The budget for the first phase of the project is 554.000 euro. In the second phase of the project (2018-2020), the main objective remains to strengthen Tajikistan's society and economy and hence enable sustainable economic growth and poverty reduction. The main theme of the project is to contribute to climate change and to strengthen preparing for the climate change. The second phase is also important to ensure the sustainability of results already achieved. The strengthening of Tajikhydromet's staff capacity will continue with extensive training. A new theme of glaciers and snow monitoring and research work is included in the second phase. The second-stage goals are: 1. Enhanced capacity for the monitoring and reseach of glaciers and snow. 2. Enhanced capacity to operate a modern air quality observation system. 3. Improved capacity of Tajikhydromet staff for modern weather observation and forecasting process. 4. Improved capacity on service delivery of climate change- and environmental information. The direct beneficiary of the project is Tajikhydromet and its departments, other beneficiaries include the Government and various agencies, as well as other groups that require early warning, weather and environmental information (farmers, tourism, energy, transport). The second stage budget is 500.000 euro.
